Error identification

Scientists can't agree on how to fleas are related to other orders of insects. I think this sentence has a mistake of typo. There must be no "to" here and the answer is "agree with"? Am I right?

Yes, you need to remove the first "to" and then the sentence is fine:

Scientists can't agree on how to fleas are related to other orders of insects.

Hi,

Thanks, Yankee. I answered the 'to' query and overlooked the 'agree with' query.
