Error detection in sentence

The sentence is given like this
The poll contestants approached(1)/ the commission complaining that the hoardings(2)/ violated the code of conduct(3)/ and influenced public perception(4).

The answer is given that there is an error in the 4th line but i am unable to find the reason why ??

hoarding = billboard. Possibly this is BrE-specific. For me it is normal.
