What should I choose?

The choice is yours. Which better fits the rest of your piece? I am always tempted to go specific with something like "The closet was crowded with mops, brooms, buckets, squeegees, five-gallon jugs of floor wax, institutional-size boxes of …"

"cleaning tools" doesn't sound right to me.

I'd go with "cleaning equipment".
