Vocabulary

Enter

Hi guys,

I'm wondering what is the meaning of the word "enter" in this context.
What does that mean, "enter a lottery"?
Just buying it OR registering/signing up?
I don't know how the lottery system is.
Would you comment some here if you have any idea?

Thanks a lot~
