Entailment or Implicature

Which do you think b is? Entailment or Implicature?
Entailment means if a is ture, b is necessarily ture while implicature is not so, and can be easily cancelled. Now take a look.

a. Most birds are on the lawn.
b. Many birds are on the lawn.
