Enough to make her exhausted

Can one write
a. He orders her around every day enough to make her exhausted.
b. He orders her around every day, enough to make her exhausted.

?

I think (b) is correct and the comma is needed.

Do the sentences mean
1. She gets exhausted in the long run
OR
2. She is exhausted at the end of every day
?

Many thanks

” is an enhancement of the word “orders”. A comma seems too weak a join. I prefer using a dash.

The meaning is, “The amount and frequency of work every day exhaust her.”

“enough to make her exhausted.” is an enhancement of the word “orders”. A comma seems too weak a join. I prefer using a dash. Alternatively, a separate sentence: “It’s enough to make her exhausted.”
