enlisted as I understand is used for the army- I can translate it like she "raised him to her lines"?

"She enlisted John Hart, a veteran of Bill’s 1992 campaign, to analyze the logistics of a late entry"

On the book I remembered this phrase as well that talking about "raising people for supporting"
What is the diffrence between the both?
