What's the difference between these two sentences? Do they have the same meaning or are they interchangeable?

In my opinion they're somewhat interchangeable. The only difference I can point out is that the first sentence is relating the present and past tense while the second one is relating the past tense, only. Other users, of course, might be able to provide you with a broader difference and understanding.
