So my understanding is that we can have 89.5 percentage but we cannot have 89.5 percentile.

Am I right?

Percentiles can be defined however the researcher wishes. However, it is a point on the scale: the 89.5th percentile is neither the 89th percentile nor the 90th percentile. 89.5 percent includes everything less than that.
