Is the phrase "as best as possible" correct English? It sounds wrong to me, yet I see it in newspaper articles and online publications. Shouldn't it be "as well as possible?"

Yes. Be "as good as you can" and do things "as well as possible". "Best" is a superlative (good, better, best).
