English sentence

Hello sir,

I want to ask you one question on below sentences.

1) If you wanted to make notes, everything had to be on paper in a notebook.



2) When you wanted to make notes, everything had to be on paper in a notebook.



My question is Both the sentences have the same meaning ?

If not, then what is difference ?
