english passive exercise

People consider that the world's natural resources are running out.

I put it into passive in the following way:
It is considered that the world's natural resources are running out.

Apprantely this is false (says my teacher). What would be the correct form then? Or is it correct?

I wouldn't say that is wrong, but more natural is this. The world's natural resources are considered to be running out. Clive
