English lenguage personal views.

Firstly, i wanted congrat who correspond at, as for the existance of this site, it seems to me quite remarkable there is a site such as like this that enables us to improve our english knowledge.

My reflexion itself far beyond and regardless as for which nowadays my english's level may be, will strive to question whether there had someone who were interested to reply me, where is the point whether the english gramatics, general rules and conventions at large as it were striving to set some sort of rough comparison up to the spanish lenguage real academy might there be, whereby everybody person english level could be regarded up to any english native speaker?, i'm posting this question should someone want to answer it to me, since i've found (at least that's my personal perception) quite a lot of uncertainty around as for this subject, should not be there that inside the english's reference frame had some kind of boundary whereby the degree of fluently that any person may have were accepted as an equivalent up to what any native speaker can set out?.
