English interpretation

Significant Process change is defined from manual as below

"Change to a process identified as significant or a change in the location (i.e equipment or facility) at
a significant process is performed on any product"

As I interprete the sentence above, when process is performed at different equipment or facility from current one, this change shall be considered
significant.
What if the equipment where the siginificant process is performed at is relocated to another place within same plant? (Equipment is still same for the
process) Is this also considered significant process change?

Please give me your opinion.
