I'm going to describe a kind of people in which they are typically focusing on sales, and telling all the sweet words to fool people to pay for their products while at the end of day, once people pay then they 'll most likely get products of crappy quality and then the salesman / merchant make up excuses, refuse to offer solutions, refuse to return or refund or just disappear completely. They still looking for new customers and new sales.

what is the best english phrases or sentence structures to describe the above people / situation. Or please help rewrite what I wrote.
