I'd say that "I testify" is the main clause, and the "that" clause is a dependent relative clause (subordinate).
The comma serves no grammatical function, but may be used for clarity or emphasis. You need a period at the end.

The personal pronoun "I" is always capitalized in Standard English.
Also, your question should begin with a capital letter.
