English grammar

My colleague Joe handled a case/activity on our job. Can that be described with the following sentence?
The case has been taken care by Joe.

This the way I want to write but Joe says that I should write:
The case has been taken care of Joe.

What is right according to the grammar?

It should be "The case has been taken care of by Joe."

The passive voice is grammatically correct and possible:

The case has been taken care of by Joe.

However, the active voice, also grammatically correct, is much stronger:

Joe has taken care of the case.
