(1) Until you have a lot of practice with the language, it would probably be a good idea to follow the simple rule: the verb agrees with the subject.

(a) A clock IS on the wall. (There IS a clock on the wall.)

(b)Two clocks ARE on the wall. (There ARE two clocks on the wall.)

(c) A clock and a blackboard ARE on the wall. (There ARE a clock and a blackboard on the wall.

I'd suggest we native speakers use "is" not because it's before "the clock" which is singular, but because we're using the contraction "There's."

It's important enough that I'll restate your point ii - The contraction "There's" is far, FAR more common than "There are" or "There is" in this construction.
