English expressions

Hello,

I am writing to you to ask whether you could tell me what the following expressions mean :

"take your chances with the "1800 lottery"
" web savvy saver"
"a brick-and-mortar bank"
"a backup branch"

I am not an English speaking woman but I am puzzled with these expressions because I have already read them in a professional English article about "3 Reasons Not to Use Online Bank Accounts".
