English exam

"Her arms aren't big enough to match his chest."

Believe it or not, the sentence was on an high school english exam.

I need to explain it to the students in another language but i am not even sure what exactly it means

Match his chest.... does this mean "hug or embrace him"?

Nor am I. It is just strange. More context is required.

Are you sure it wasn't "His arms ..."? That would suggest that his body is not well proportioned.
