english doubts

Please clear my doubt: is it ok to say-
Power came... or power is gone.. any other better way to say this..
Also
returning fair is $3 and upcoming fair is $3 dollar....is it right?
Again...
May I know the way to Ram hospital...then in reply..
you have to go straight down the road...after walking for 1 km you will see a circle. Turn left and go again for 1.5 Km, you will see ram hospital on your left side...is it right?Basically I just want to know how to tell about way to go anywhere..
And last question:
He lives besides my room(to express someone is my neighbour)...he lives just in front of my home..please suggest me the right way to tell..
