That link takes you to a list of what are actually more like rules for using this site. I don't know why those guidelines are there, because nobody but me has ever read them. One of the guidelines points out the importance of providing context in your question. Any two words next to each other, such as your "stressed up", are likely to have had some meaning in some sentence at some time in the rather long history of the English language. It is unreasonable of you to expect the volunteers here, as erudite and perspicacious as they are, a few of them extraordinarily so, to think of every possible setting for those two words. They would have to do so to say with authority that those two words in that order are impossible.

Take your question. You seem to be asking which preposition (not which sentence) is used with "stressed", "up" or "out". The native speaker sees the familiar, informal "stressed out", meaning something like "overwhelmed with nervousness", and he supposes that you are asking whether "up" is ever used in the same way. The thing is, he is forced to make that assumption on insufficient information, and that is quite likely to make him skip your question and go answer one that is clearer. Anyway, if that is indeed your question, the answer is no.

On the other hand, here is a sentence that has those two words in that order in it:

The vertical support girder was overly stressed up by its attachment to the lateral brace.

And here is one with "stressed out" in a completely different meaning:

She felt the most stressed out of all the novice nuns.

The moral of my story is "Provide context." A good way to do that is to provide a complete sentence for every word, phrase, point of grammar, etc. you are wondering about.
