Results of IELTS and TOEFL are valid for two years only. But is there any test, the result of it is valid for life long/for ever, like our other degree certificates.

Proficiency tests just measure the student's competence in certain skills at the time they take the test. It is not anything like a completing all the course work required for a four-year degree! Some test scores are valid for 5 years, others for two years.
