Dare and need can be used grammatically like modal verbs (can, could, may, must etc.), but normally not in affirmative sentences like yours. Leaving out the third person singular s is more common in questions and negative sentences.

He dare not go there. = He doesn't dare to go there.

Dare he say anything? = Does he dare to say anything?
