I'm not so sure if this is a proper use of a semicolon.

It demonstrates that being ethical does not always mean following the law; however, the fear of breaking the law can prevent people from doing the morally right thing and many ethical dilemmas are derived from unjust laws.

Your semi-colon is not wrong.
But when you follow it with a conjunctive adverb (iie however) I feel that the semi-colon adds little to the meaning.
I'd consider using a period.
