"When the big hand is pointing up and the little hand is pointing up the kid’s door will be at my station. But when the big hand points down, the door will be gone. You have until then to put the kid back"

I saw these sentences while watching Monsters Inc(pixar animation).

For me 'You have by then to put the kid back' makes more sense to me because I think putting the kid back doesn't seem like a continuous act. Please help me out.
