This seems to be a harder variation of "Don't Smile." In "Don't Smile" one person is "it" and tries to make someone in the group smile. Anything goes except physical contact. But it's fairly easy to get someone to smile. It's much harder to get someone to say at least one word, if they're set on keeping silent. So the name might be "Don't Talk/Speak/Say a Word."
