In Finland most of the books you need to read and take exams on are in English. It's impossible to understand a book written in English if you don't know the language. Not all of the books are written by native speakers, though, as English is the main language of science. That's why many scientists write in English even though English isn't their first language.

Of course one need not study Finnish law in English to become a lawyer because all the laws are in Finnish. In other words, there are exceptions. Even in that case, one is required to read English-language books dealing with legislation.

Studying may be different and easier elsewhere. When I was a student to become a teacher of Modern English at Helsinki University, I had to study Latin, French, Old English, Middle English and Modern English, plus the history of English literature, social customs and the structure of modern British society. This was followed by one year of learning the teaching techniques employed in foreign language teaching.

If you live in a populous country, its is possible that many scientific books are translated into your native language. However, this means that you always lag behind those countries where people don't have to wait for the translation of a book. Books are translated in many countries where the teaching of foreign languages isn't particularly good and university students simply don't understand other languages than their own.
