This term comes from a game of cards.
Playing 'the China card' means to involve China or especially focus on China in an attempt to solve a problem or reach a goal. But one can play any kind of card in attempt to accomplish a goal. One can play a sympathy card or a poverty card or any other of an endless list of 'cards'
