I believe that it means which word, etc, you emphasize in speaking.

In "I wrote a sentence on the blackboard," be sure to stress "black," not "board." If you pronounce it like:

"I wrote it on the blackBOARD," it would sound very funny to native speakers.

I once read that some learners say, "Have a nice weekEND." You should, however, stress "week":
