Brian is applying to Cal Poly. He wants to major in Engineering. how do you change it to a dependent clause?

I'd say, "Brian is applying to Cal Poly, where he wants to major in Engineering."

I'm not sure you'd call this dependent, in the sense of restrictive. It's definitely non-restrictive.

Maybe, "Brian wants to apply to a school where he can major in Engineering." Now it's restrictive.

I hope you see the difference.
