enforce/execute human rights

The United Nations is a partnership between/among countries from all over the world. They are joined to help promote world peace, enforce human rights, and help countries develop.

Hi,
Should I use "between" or "among" to fit in the above?
Besides, is "enforce" equal to "execute?" Thanks.
