Enforced

"Under that Act, certain road traffic debts may be enforced by certificated bailiffs. "

Is it correct to say "debts may be enforced"? I was under the impression that the law/legislation/orders/judgements/restrictions are enforced, not debt.

Officers enforce arrests. Sounds a bit awkward to me. I suggest eg Officers arrest people. eg Officers have the power of arrest.

You might want to say 'Police officers . . . '
