Enforce/ enact legislation

#1 But the status of women can be improved only if we join hands earnestly to achieve the desired goal. Obviously, it cannot be done merely through enacting/enforcing legislation.


Which one is more correct here? We use "enforce" to make people obey a law. Here we are just talking about a law for women empowerment. So for me it should be "enacting".
