what is the difference btween end the meeting and finish the meeting?

Nothing, really, in any normal use. If there is an accepted agenda which was not completed in time, then they might end the meeting (= the gathering) without finishing the meeting (=the planned agenda). And some might consider 'finish' slightly more formal.
