Please provide some context when asking a question like this. Here is a possible scenario --
"I got a lot of presents for my birthday, but I didn't like most of them, so I ended up giving them away." This means that the result of receiving these gifts was my decision to give them to someone else.
But, I don't know if this fits your context or not.

Of course the four-star clowns is a reference to the circus performers who make everyone laugh combined with the four-star generals of the military. End up giving away = the result will be that the leadership will be a complete military failure. They will win or gain nothing for their efforts. [ Is this from a novel? A newspaper or magazine? The allusion is very effective. I'd like to know t

Thanks again Philip. It's from a famous movie called "Apocalypse now" Directed by Francic Ford Coppola.
So, as i understood from your previous posts, I thought that it means that the Clowns who performed in circus left their job and came out of there to take control the war... am i wrong?

I haven't seen the movie, but I rather imagine that he is simply calling the people in charge a bunch of clowns (goof-offs) who are behaving as if they might just as well be in the circus instead.
