Encrypted Riddle

Came across this.

Been staring at it for hours and i'm stuck. The only 2 clues i can find are the 2 coords at the bottom, and they seem to point at some spot near the ice sea, near Greenland, just outside the map kinda. The colors scheme corresponds to the icy areas on google map, so i guess it might not be completely off.

Anyone have any inputs?
