It means the same as He felt encouraged concerning his wife's situation. Emotion: wink

But would you please tell me why it's so that 'by' is possible only with the 'the improvement in his wife's health', and 'about' only with the 'his wife's situation'?

Please tell me why we can't say "He felt encouraged about the improvement in his wife's health" or "He felt encouraged by his wife's situation".
