Encourage peace?

"The UN was established after the Second World War in 1945 to encourage international peace and security."

In normal circumstances, "maintain" could be used in this case or it would be one of the correct verbs. But a classmate of mine propounded this verb as a next alternative.

Is it possible to use encourage in this context?
