employment certificate

This sentence was found on an employment certificate, is it correct?

The certificate is being issued upon the request of Mr xxx for whatever references purposes that it may serve him best.

Thank you

The wording sounds very old fashioned. “references purposes” may have had a particular meaning when it was originated, but might be difficult to translate legally today. The words “that it may serve” are correct by themselves; but should not be combined with “him”.

The words “that it may serve” are correct by themselves; but should not be combined with “him”. Instead, today it would read, “whatever reference purposes that it may serve him best.”
