I think the broad idea is this.
A person stops feeling any emotion, often because of some traumatic experience that overloaded their 'emotional system'..Rather like an electrical power surge that blows out a fuse.

And if someone forgets/represses an event, what do you call it? It is shutdown, shutoff, or both?
