In the unabridged dictionary the definition states an emigrant as one departing from a country or region to settle permanently elsewhere; a person who leaves a country or region...

At a period in our nation's history, thousands of African Americans voluntarily migrated from southern states fleeing the political statues, and enconomic distresses imposed on them because they resided in this region. Multitudes relocated in northern states with the distinct impressions that laws and opportunities would be greater in this political region. Is the proper term migration for their movement, is this group of people who participated in such a move, proper term migrants? Are political lines of boundary (country, state, city) more defined and concrete than in others? If so, what really constitutes a region, a country, etc...?
