Hi

I'd like to ask about the words "emergency services" from the passage below:

There is a big conversation about increasing the amount of money that
goes to food stamps and other federally subsidized nutrition
programs. My argument would be that if there is going
to be an increase in federally subsidized nutrition program
funding, it shouldn’t all go to emergency services. It would
be more effectively used in programs like ours that are trying
to build self-sufficiency. We need to work towards a
future in which people can get off food stamps, because
there are local food systems that can support them.

Does by "emergency services" the author mean "health service" like public health service? I'm asking because first the author speaks about funding nutrition programs and then mentions "emergency services" and I'm not sure what it has to do with funding nutrition programs.
