Hi, It is usual Ok to use this word "Embryonic" for infrastructure? (I hope this question is for here ...)

Hi ... I understood "infrastructure" as here?

the basic physical and organizational structures and facilities (e.g. buildings, roads, power supplies) needed for the operation of a society or enterprise:
the social and economic infrastructure of a country

So it's something like the basic lines for foundation...
Hopefund I thought was the name for Obamas pac? I'm not sure
