embezzle - A very direct and strong word. It's a crime, for sure!.

misappropriate - A 'slightly softer' word. Maybe it was partly just a mistake. Sounds less definitely a crime.

Misappropriate, is more like misuse, or bad use (tyrpically of funds, but also of resources). Embezzle is doing the same thing, but for one's own use or gain. A very different concept and typically a crime.
