Embassy versus consulate

Hi.

How embassy is different from consulate?

I want to apply for F-1 student visa in America, but I don't know where to go? embassy or consulate or consulate general?

Which of them issue visa?

as wikipedia indicates(http://en.wikipedia.org/wiki/List_of_diplomatic_missions_of_the_United_States ) some countries have embassy and some have both.

for example in Turkey, all the three forms are available.

Every country can have one but only one embassy in another country. A consulate is, basically, a "branch" of that embassy. When I need to get a visa, I go to whichever office is closer - they should all be able to issue visas unless that country decides otherwise.

When I need to get a visa, I go to whichever office is closer - they should all be able to issue visas unless that country decides otherwise. As far as I know, "consulate" and "consulate general" are the same, but I could be wrong on that one!
