Hi all

Could you please check if this is grammatical?

The Security Council (UNSC) first passed Resolution 1566 in July 2004 'deciding' that an arms embargo be imposed on all non-governmental entities.

I find it slightly odd to use this form of words with the verb "decide" (I also don't understand why "deciding" is in quotes). It works OK for me with a bunch of other verbs, such as "recommending/suggesting/demanding/requesting/etc. that an arms embargo be imposed".
