email with attachment

Hi. I was assigned to send an email to our CEO and cc to other managers with attachments. the document contains sensitive information. How do I address the letter? Please if you can give an advise on this. Thank you so much in advance.

You are simply sending an email to the CEO, and sending copies of that email to the managers. So just address it to the CEO. If it is customary in your company to start with a salutation, say eg Dear Mr Smith,
