I'm not sure which is the best preposition to use with the following sentence

Email management of English companies is improving

Email management by English companies is improving

Email management at English companies is improving

Are they all OK or is there a better way to write the sentence?

I don't think this is a likely meaning. Email management by English companies is improving Email management at English companies is improving Are they all OK or is there a better way to write the sentence?
