I am a teacher and I have recently received an instrution (or what I assume is an instruction), "Email 1 of 1", from a homestay provider in the U.S. I got it when I received the list of host families who will provide their home environments to the students who will take a one-month study program around their neighborhood. I am the teacher of those students in their home country, which is why I received the list of the students' host families from the homestay provider. With the attachment of the list, the homestay provider gave me the above instruction, "Email 1 of 1", in his e-mail.
Does this mean that each student should e-mail to their own host family individually before they will arrive there? Or could it mean anything else? As I am not familier with the phrase "1 of 1", any comment will be appreciated.

I can't think of how "Email 1 of 1" could be an instruction. Usually it would be a label identifying the email. "Email x of y ", where x and y are numbers, means that there will be y emails in total, and this is the x th in that series.
